The National Public Procurement Service (SNCP) will launch its electronic operation platform as from the first semester of this year as a measure to curb collusion and corruption in public spending.
The information was released Monday in Luanda by the SNCP director , Rosária Filipe, at the opening of the first cycle of the training in Public Procurement.
According to the official, with this training, all public procurement procedures will be done electronically, enabling every interested party to follow all stages of the whole process.
She said this will also scrap the use of paper, reduce bureaucracy and make the process speedier, transparent and State’s resources saving.
The measure is being adopted with the help of the Africa Development Bank, as part of the project of support for Finance Management, seeking improvements to the public spending procedures and satisfaction levels in serving the public.
To this end, the SNCP is currently training staff in public procurement serving various State institutions from the provinces of Luanda, Cabinda, Bengo, Cuanza Norte and Malange.
Rosária Filipe explained that expenditure under public procurement accounts for a large percentage of the State’s resources, both regarding current and capital spending.
She added that the professionalisation of the staff will result in significant gains for the State.
