The Ministry of the Interior has waived the requirement for authorisation from the Minister for any Mozambican national who wishes to enter or leave the country, for any foreign national who wishes to leave the country and for any foreign national who wishes to enter the country and is a holder of a valid Work Visa, valid Temporary Stay Visa or a valid DIRE.
Nonetheless, some foreigners coming to Mozambique will still need to “request authorisation to enter”.
A week after reintroducing what @Verdade compares to a ‘Guia de Marcha’, the Ministry of the Interior announced that “nationals are exempted from applying for travel authorisation [from the Minister] to enter or leave the country”.
The statement issued by the office of the Minister of the Interior Amade Miquidade and received by @Verdade this Thursday states that foreign citizens are not required to request permission to leave the country.

All foreign citizens who wish to enter the country and hold a valid Work Visa, a valid Temporary Stay Visa or a valid DIRE [Identification and Residency Document for Foreigners] are also exempt from applying for authorisation, reads the communique.
Only foreigners who wish to enter the country but do not have any of the previously mentioned documents must apply for an authorisation.
