The Mozambican government has implemented 70% of the Economic Acceleration Package (PAE) launched in 2022, with necessary resources now mobilized for the remaining 30%, a source from the Ministry of Economy and Finance told FurtherAfrica.com last week.
The 20-measure PAE was announced in August 2022 by President Filipe Nyusi to reboot and stimulate the economy following domestic and external headwinds, including the COVID-19 pandemic’s impact.

“Priorities this year center on the less developed 30% from 2023,” said João Macaringue, Deputy Coordinator of the Economic Reforms Office at the Ministry. Regarding outstanding measures, a biofuels business plan, crop trials, and seed variety testing have commenced.
Under Measure 10, it was agreed that multinational ENI will export bio-oil while France’s TotalEnergies will produce biodiesel for its own use “while this industry is not yet structured” locally, Macaringue noted. Job creation, diversified production, and higher farmer incomes are touted benefits from the biofuels push.
On Measure 18, digital platforms enabling interoperability between judicial bodies like the Attorney General’s Office and Criminal Investigation Service have been developed. “We assured resources to equip some judicial institutions and approved digitization across various fields,” he stated.
The Electronic Single Service Desk platform was restructured with online licensing for commercial and industrial activities. Public consultation sessions were also held on the newly approved Labor Law and domestic worker contracting rules.
Furthermore, a team was contracted to manage the mutual guarantee fund with governance tools being finalized. Instruments transforming the Insurance Supervision Institute into a regulatory authority were drafted.
Progress was made on Measure 11 regarding logistics corridor modernization, with a viability study for a Mozambique-South Africa one-stop border post nearing completion.

Achieved milestones include fiscal relief, the new Labor Law, visa exemptions for more countries, online visa processing, state contracting of natural resource export monitoring for transparency, and increased natural resource revenue transfers to communities from 2.75% to 10%.
“What remains are priorities for materializing this year,” Macaringue affirmed on the unfinished 30% as the acceleration drive continues.
