In the realm of development, collaborative efforts between nations provide a practical approach to addressing shared challenges. A recent example is the current visit by Mozambique’s Economic Acceleration Package (PAE) delegation and representatives from the Housing Promotion Fund (FFH) to Namibia. The engagement focused on exploring innovative housing solutions, offering a platform for both countries to learn from each other’s experiences.
The visit is meant to facilitate cooperation under Measure 7 of the PAE, aimed at implementing Namibia’s infrastructure and housing strategies in Mozambique. By observing these innovations firsthand, the Mozambican delegation aimed to gather insights that could be adapted to their own context.
The Mozambican delegation met with representatives from the City of Windhoek (CoW) to discuss urban planning strategies and housing policies. This included guided tours of various residential areas, particularly informal settlements that highlighted Namibia’s efforts to provide affordable housing.

Key visits included housing developments at Osona Village and Ongos Valley, along with meetings with the National Housing Enterprise, the Ministry of Finance’s Housing Subsidy Office, and the Ministry of Local Government, Regional and Housing. These interactions showcased Namibia’s approach to housing, providing valuable lessons for Mozambique’s housing sector.

The delegation also participated in the launch of the Business Financial Solutions (BFS) Venture Capital Fund. Established in 2008, BFS plays a significant role in offering financial and non-financial solutions for small business growth. The Namibian Procurement Fund (NamPro Fund), created by BFS, focuses on supporting small enterprises and recently introduced its first venture capital fund.
The visit concluded with a tour of Walvis Bay, where the delegation observed coastal housing developments, further broadening their understanding of diverse housing environments.
Benefits and Impacts of Bilateral Cooperation
The cooperation between Namibia and Mozambique highlights the potential benefits of inter-African collaboration, especially for countries facing similar developmental challenges. Sharing knowledge and resources can accelerate progress in key sectors such as housing. This bilateral approach not only fosters innovation but also ensures that solutions are adapted to the unique contexts of each country.
For Mozambique, integrating Namibia’s housing strategies could enhance its efforts to provide affordable housing, improving living conditions and promoting economic stability. Additionally, the financial models observed, such as those implemented by BFS, could support small and medium-sized enterprises (SMEs), which are crucial for economic growth.
The Mozambique delegation’s visit to Namibia represents a step towards strengthening regional ties and improving developmental outcomes through shared experiences. By embracing bilateral cooperation, African nations can leverage collective strengths, advancing the continent’s sustainable development agenda.
