Lagos has taken a significant step toward sustainable development by signing an Expression of Interest (EoI) with the EU-Africa Chamber of Commerce (EUACC) during COP29 in Baku, Azerbaijan.
This partnership aims to accelerate Lagos’ transition to a green economy through innovative financing, technology transfer, and sustainable project development. The agreement aligns with Governor Babajide Sanwo-Olu’s vision to position Lagos as a resilient mega-city and global leader in climate action.
The initiative focuses on bankable projects adhering to UNFCCC Articles 6.2 and 6.4 compliance, fostering green investments and strengthening environmental, economic, and social governance.

The partnership, facilitated by the Office of the Special Adviser on Climate Change and Circular Economy (OCCE), will soon be formalized through a Memorandum of Understanding (MoU). This MoU will guide collaboration on green bonds, concessional funding, and infrastructure development while embedding sustainability into Lagos’ financial planning processes.
Speaking at the signing, Mrs. Titilayo Oshodi, Special Adviser on Climate Change and Circular Economy, emphasized the transformative potential of the partnership, stating that it positions Lagos to lead in global sustainability efforts while attracting meaningful investments.
Key outcomes from the partnership include enhanced access to climate finance, support for Article 6-compliant projects, and funding for clean technology and sustainable infrastructure. Lagos State has already established partnerships with institutions like Access Bank and Carbonivity to accelerate its green initiatives. These collaborations exemplify Lagos’ commitment to leveraging strategic alliances for impactful climate action, as highlighted by Sonia Toro, Executive Director of EUACC, who praised Lagos as a model for African cities pursuing green economic transformation.
