Morocco’s ambitious rail expansion programme has received $14 billion in investment pledges, surpassing its $8.8 billion target. The announcement was made by African Development Bank (AfDB) President Akinwumi Adesina during the Africa Investment Forum.
This significant financial boost comes as Morocco prepares to host the 2030 FIFA World Cup alongside Spain and Portugal. The AfDB itself has approved a $350 million loan for infrastructure and is considering an additional $650 million to support the country’s economic governance, water supply, and industrial development projects.
The National Railways Office (ONCF) has outlined an extensive plan to expand Morocco’s rail network from the current 2,200 km to 3,800 km by 2040. The expansion aims to connect 87% of the population, linking 43 cities, 15 international airports, and 12 major seaports. As part of the initiative, Morocco is seeking to bolster its infrastructure to accommodate growing demand and enhance connectivity across the country. This masterplan aligns with Morocco’s broader strategy to position itself as a regional leader in sustainable transport infrastructure.

Ongoing developments include significant investments in modernising the existing rail system. The ONCF has committed $1 billion to purchasing new trains, upgrading its fleet, and constructing new maintenance facilities between 2025 and 2027. These upgrades are expected to improve operational efficiency and support Morocco’s increasing passenger and freight demands.
The rail expansion not only underpins Morocco’s World Cup preparations but also serves as a catalyst for economic growth. By enhancing mobility, boosting trade, and strengthening its tourism infrastructure, Morocco is reinforcing its position as a key gateway to Africa and Europe.
The investments represent a major step in achieving the country’s long-term vision of modern, inclusive, and sustainable transport infrastructure.
