The Ministry of Public Administration, Labour, and Social Security of Angola has announced plans to create mass job opportunities across all provinces in 2025.
The initiative forms part of the government’s broader Employability Promotion Programme, which seeks to address unemployment and foster economic growth. The announcement was made by Minister Teresa Dias during a year-end ceremony with President João Lourenço.
While specific figures were not disclosed, the programme is expected to focus heavily on the province of Luanda, where youth unemployment is particularly high. Municipal administrations will play a key role in implementing the initiative, ensuring the creation of jobs aligns with local needs and priorities. This targeted approach aims to address regional disparities and provide sustainable employment opportunities.

The National Employment Fund will provide financial backing for the programme, with 21 billion kwanzas already allocated out of the 27 billion planned. These resources will be used to support various employment initiatives, reflecting the government’s commitment to reducing unemployment and improving livelihoods across Angola.
By prioritising employability, the government aims to stimulate economic activity, particularly in regions with high unemployment rates. This initiative is part of Angola’s ongoing efforts to strengthen its labour market and promote social inclusion, paving the way for a more equitable and prosperous future for its citizens.
