Ghana is intensifying its efforts to enhance local content participation in the mining industry, aiming to maximise the benefits of its mineral resources while fostering economic growth. By supporting small-scale miners, promoting local procurement, and ensuring international firms train and hire local staff, the country is driving job creation, revenue generation, and GDP expansion through the mining sector.
The Mining in Motion Summit, scheduled for June 2-4, 2025, in Accra, will highlight the strategic role of local mining entities in expanding the industry. The event will showcase collaborations between the government and international partners, reinforcing Ghana’s position as a mining powerhouse in Africa.
Small-Scale Mining Driving Economic Growth
Ghana’s commitment to local participation is yielding significant economic results. The small-scale gold mining sector alone employs over one million people, indirectly supporting 4.5 million more and generating over $5 billion in export revenue in 2024.
To empower local players, the government has introduced several policy reforms and financial initiatives:
• Gold Board Establishment: Set to launch in March 2025, this initiative will consolidate gold production from both small-scale and industrial mining for international exports, providing small-scale miners access to funding via certificates of gold sales.

• Cooperative Mining Policy: Announced in August 2024, this policy will create community mining cooperatives, providing training, concession registration, and job opportunities while formalizing artisanal mining.
• Ghana Landscape Restoration & Small-Scale Mining Project: With World Bank support, this project is focused on formalizing small-scale mining through District Mining Committees and enhancing environmental sustainability.
Strengthening Local Content Regulations
The Minerals and Mining (Local Content & Local Participation) Regulations, 2020, mandate international firms to procure Ghanaian goods and services, further increasing the involvement of local businesses in mining projects.
Several large-scale mining projects are currently underway, including:
• Goldstone’s Homase Mine
• Atlantic Lithium’s Ewoyaa Project
• Cardinal Namdini Gold Mine
• Newmont’s Ahafo North Project
These projects are expected to further enhance local employment and skills development in the sector.
