Rwanda has launched an updated version of its Green Growth and Climate Resilience Strategy, reinforcing its commitment to a sustainable and climate-resilient future.
The government is seeking approximately $2 billion in funding to implement the strategy, which plays a pivotal role in delivering the second National Strategy for Transformation (NST2) and guiding development efforts through to 2050.

First introduced in 2011, Rwanda’s original strategy positioned the country as a regional leader in low-carbon development. The updated framework builds on this legacy, setting out ambitious goals to enhance climate resilience, strengthen environmental governance, and promote green economic growth across all sectors.
The strategy prioritises investments in renewable energy, sustainable agriculture, resilient infrastructure, and climate-smart urban planning. With a focus on inclusive development, it also targets improved livelihoods, gender equity, and community-based natural resource management.

As one of Africa’s most climate-vulnerable nations, Rwanda is acutely aware of the threats posed by extreme weather, deforestation, and rising temperatures. The updated strategy reflects a data-driven, cross-sectoral approach that integrates adaptation and mitigation priorities into national planning frameworks.
Securing the $2 billion in climate finance is seen as critical for translating the strategy into action. Rwanda is appealing to development partners, international financial institutions, and climate funds to support its vision of a low-emissions, high-resilience economy.
