On 17 May 2025, the African Union (AU) officially declared the Africa artificial intelligence strategy a top priority for the continent.

During a High-Level Dialogue in Addis Ababa, government officials, researchers, and civic leaders gathered to shape a coordinated path for AI development and regulation tailored to Africa’s unique context.

The announcement was far from symbolic. It marked the beginning of a focused effort to integrate AI into the continent’s long-term economic, educational and digital infrastructure goals. With stakeholders aligned around investment, inclusion and innovation, the continent is signalling a major shift.

Laying the Groundwork: AI for Sustainable, Inclusive Development

The Africa artificial intelligence strategy sets a clear framework for capacity-building across local ecosystems. The AU stressed the importance of homegrown AI expertise, supporting African-led research and digital tools tailored to regional challenges.

Investments in digital infrastructure are also front and centre. Data centres powered by renewable energy and regional computing hubs are envisioned to provide the technological backbone necessary to train and deploy AI solutions.

Moreover, the strategy calls for a multi-sector governance model, ensuring ethical and responsible AI development through collaboration between governments, academia and the private sector.

This holistic approach could redefine how technology drives development across sectors. If implemented effectively, it may narrow digital divides while catalysing economic opportunity at scale.

Governance and Regulation: Toward a Continental AI Framework

To support national integration of AI, the Africa artificial intelligence strategy urges member states to develop policies aligned with AU standards while addressing local realities. These include national AI roadmaps, legal frameworks and public sector training.

Equally important are mechanisms for regional cooperation. Sharing technical expertise and creating capacity-building programmes across borders are essential pillars of the strategy.

Another key recommendation is regular risk assessment. Updating laws and regulations in light of emerging AI use cases will help mitigate unintended consequences and ensure AI adoption aligns with public interest.

These measures demonstrate a commitment not only to innovation but also to safeguarding rights, data and democratic norms.

Global Engagement and Resource Mobilisation

The African Union recognises that implementing the Africa artificial intelligence strategy requires more than internal alignment. It demands a seat at the global AI governance table.

Greater African representation in international AI discussions is essential. Ensuring that global frameworks reflect Africa’s priorities and values could shift narratives that often overlook the continent.

In parallel, the AU has called for mobilisation of both technical and financial resources. Whether through partnerships with global institutions or diaspora investment, scaling AI in Africa hinges on sustained funding and political will.

By positioning the African AI policy as a development imperative, the AU is redefining the continent’s digital future from within.

Looking Ahead

With the next dialogue scheduled alongside the AU Summit in February 2026, momentum around the Africa artificial intelligence strategy is expected to grow.

The coming months will be pivotal. National governments must now translate vision into implementation. For economists, investors and policymakers alike, Africa’s AI journey will be one to watch closely.

If carried through with ambition and integrity, this strategy has the potential to reshape Africa’s economic trajectory for decades.
