Angola has formally engaged in the Mattei Plan, an Italian-led initiative designed to accelerate social and economic development across Africa through strategic partnerships in agriculture, energy, and infrastructure.

The move marks a pivotal step in Angola’s efforts to reduce its dependence on oil revenues and transition toward a more diversified, resilient economy.

The Angola Mattei Plan partnership reflects growing momentum behind bilateral and multilateral efforts to reframe Africa-Europe cooperation around mutual development and long-term investment. Named after Italian energy pioneer Enrico Mattei, the initiative prioritises equitable partnerships, skills transfer, and infrastructure connectivity to unlock sustainable growth across the continent.

A Strategic Shift in Angola’s Development Trajectory

For Angola—one of Africa’s top oil producers—joining the Mattei Plan signals a clear shift in policy focus. While hydrocarbons continue to dominate public revenue, the government has committed to structural reforms and strategic investments aimed at strengthening non-oil sectors, particularly agriculture, renewables, and transport infrastructure.

The Mattei Plan offers Angola access to technical expertise, investment capital, and European market linkages, enabling it to harness underutilised economic sectors and boost job creation.

Alignment with Angola’s National Priorities

Participation in the Mattei Plan aligns with Angola’s broader development blueprint, which includes initiatives such as:

  • Agro-industrial corridor development to enhance food security and reduce import dependency.

  • Rural electrification and renewable energy to power communities and support industrial zones.

  • Logistics and transport upgrades to improve trade efficiency and regional integration.

The partnership is also consistent with Angola’s Vision 2050, which emphasises economic diversification, human capital development, and inclusive growth.

Europe-Africa Cooperation Reinvented

The Mattei Plan is part of Italy’s strategy to redefine its role in Africa—moving away from extractive models toward a framework rooted in shared prosperity and sustainability. Angola’s engagement not only enhances bilateral ties with Italy but also situates the country as a key player in shaping a new era of Africa-Europe collaboration.

As Angola deepens its reform agenda, partnerships like the Mattei Plan will be crucial in unlocking non-oil value chains, reducing macroeconomic vulnerability, and supporting the transition to a more inclusive and diversified economy.
