As the 17th U.S.–Africa Business Summit opens in Luanda from 22 to 25 June 2025, all eyes are on the evolving dynamics of one of the world’s most strategically important relationships. With trade, investment, and geopolitics converging, this year’s gathering carries enormous weight for both African and American stakeholders.
At the centre of discussions is the fate of the African Growth and Opportunity Act (AGOA), a cornerstone of U.S.–Africa trade relations. Set to expire in September 2025, AGOA grants duty-free access for African exports to the U.S. market. African leaders are strongly advocating for a long-term extension, ideally for another decade, warning that uncertainty has already deterred new investments. Failure to renew AGOA risks creating a vacuum that could be quickly filled by competing trade powers.

In a notable pivot, the U.S. approach is shifting from traditional aid packages to private-sector-led partnerships. Infrastructure projects, such as Angola’s Lobito Corridor railway, alongside investments in digital finance, energy, and strategic minerals, are taking centre stage. U.S. agencies like the Development Finance Corporation (DFC) and EXIM Bank are expected to announce significant new financing commitments, underscoring Washington’s “trade-not-aid” agenda.
Looming over the Summit is the intensifying U.S.–China rivalry in Africa. While Beijing continues to expand its influence through vast infrastructure projects under the Belt and Road Initiative, Washington is positioning itself as a more transparent and reciprocal partner. African nations find themselves balancing these competing offers, seeking partnerships that foster growth, industrialisation, and resilience.

The Luanda Summit may well mark a turning point, as Africa asserts its role not as a passive recipient, but as an active partner in shaping its global trade future.
