Mozambique mineral processing took a decisive step forward as the government signed 12 memorandums of understanding for proposed projects valued at approximately US$4.2 billion.

On 20 October 2026, the Ministry of Mineral Resources and Energy signed the agreements in Nacala, Nampula province. The event took place at the government-organised Conference on Adding Value Based on Available Minerals and Energy Resources. The memorandums cover proposed processing plants across graphite, copper, gemstones, silica sand, quartz, titanium, zircon and iron.

Projects span Mozambique’s main mining regions

The proposals are spread across several provinces. A spherical-graphite processing plant is proposed for Nacala-a-Velha. A copper-processing unit would be built in Moatize, Tete province. Manica would host a gemstone-cutting and polishing facility, as well as quartz-processing and iron-smelting projects.

A glass-processing project linked to silica sand is proposed for Maputo province. Four further processing units in the Nacala region would handle graphite alongside titanium and zircon. The table below, drawn from ministry announcements, summarises the key proposals.

The concentration of projects in Nacala reflects a clear investor rationale. The area combines active mining operations with port infrastructure along the Nacala Corridor. That combination lowers logistics costs for export-oriented processing facilities.

What does the deal mean for investors?

These are memorandums of understanding, not final investment decisions. Their combined scale signals a firm shift in government strategy, away from raw extraction and towards domestic value addition. By FurtherAfrica’s reading of the numbers, no comparable package of processing proposals has been announced in a single event in Mozambique’s recent history.

The commodity mix spreads risk across demand cycles. Graphite offers exposure to battery-supply chains. Copper and titanium connect with established industrial markets. Gemstone and quartz projects, together with silica-sand processing, add different demand drivers. That diversity could support a broader supplier base for power, logistics and engineering services.

Power supply shapes execution risk

Power remains the central execution risk. South32 placed Mozal Aluminium on care and maintenance in March 2026 after failing to secure affordable long-term power. That episode sets a practical benchmark for new entrants.

Processing plants require reliable electricity, water and transport before memorandums convert into operating assets. Mozambique has also announced plans for two industrial parks in Nacala, which could provide shared infrastructure and reduce per-project capital costs.

The next milestones to watch are feasibility studies, land rights, power agreements and firm financing commitments, the sequence that separates signed intentions from constructed facilities.

Quick answers
How much are Mozambique’s new mineral processing memorandums worth?

The 12 memorandums of understanding signed on 20 October 2026 cover proposed processing investments valued at approximately US$4.2 billion across graphite, copper, gemstones, titanium, zircon and other minerals.

Which commodities and locations are included in the Mozambique processing deals?

Projects span spherical graphite in Nacala-a-Velha, copper in Moatize, gemstones and iron smelting in Manica, silica-sand glass processing in Maputo province, and graphite, titanium and zircon facilities in the broader Nacala region.

What is the main risk to these Mozambique mineral processing projects?

Power supply is the key execution risk. South32 placed Mozal Aluminium on care and maintenance in March 2026 after failing to secure affordable long-term electricity, setting a cautionary benchmark for new processing facilities.
