Ghana is set to become a trailblazer in West Africa by implementing formal regulation of cryptocurrency exchanges. The Bank of Ghana aims to bring order and security to a market that has, until now, operated with minimal oversight. This bold move will have wide-reaching implications for investors, businesses and the broader financial landscape.
The proposed regulations, due in 2025, require all virtual asset service providers—especially crypto exchanges—to register and obtain a licence from the relevant authority. These rules also introduce rigorous anti-money laundering (AML) and counter-terrorist financing (CFT) obligations. Compliance with these standards means exchanges must gather detailed information about their users and report suspicious activity. This mirrors international measures, promoting integrity and transparency within Ghana’s financial sector.
By targeting the risks linked with digital assets, such as fraud and illegal transactions, the Bank of Ghana is following the international trend rather than opting for an outright ban. Regulators believe it is more pragmatic to provide a proper framework for innovation, recognising that cryptocurrencies are now a permanent feature of the global economy.

Consumer protection is another core pillar of the regulations. Some see the new law as a chance to foster credibility and attract global investment, while others worry about higher costs for compliance, which could marginalise smaller start-ups.
