The Angolan government and the European Union (EU) have taken significant steps toward implementing the Sustainable Investment Facilitation Agreement (SIFA) during their first Investment Facilitation Committee meeting in Luanda.
This closed-door session focused on approving the Committee’s Action Plan and appointing members to its Executive Secretariat, marking a pivotal moment in the agreement’s operationalisation. Angolan Minister of Planning, Victor Guilherme, emphasised the potential of this collaboration to advance sustainable development, strengthen justice and equity, and encourage innovation in relations between Angola and the EU.

The head of the EU delegation in Angola, Rosário Pais, highlighted Angola’s strategic importance as a partner for the EU. She noted the nation’s reforms to boost investor confidence and underscored that EU investment in Angola accounts for 8% of its total investment in Africa. Pais also tied the SIFA to the EU’s broader strategy, the Africa-EU Global Gateway, which aims to deepen partnerships through projects like the Lobito Corridor, promoting economic diversification and job creation with a focus on youth and women.
Launched in September 2024, the SIFA is designed to foster a transparent, efficient, and predictable investment climate in Angola. Its goals include attracting sustainable EU investment in key sectors such as green energy, agro-food value chains, digital innovation, fisheries, logistics, and critical raw materials. The agreement also places a strong emphasis on environmental protection, labour rights, and promoting underdeveloped economic areas, aligning investment with sustainable development objectives.
The Investment Facilitation Committee, co-chaired by Angolan ministries and the European Commission, reflects a mutual commitment to bolstering investment transparency and stakeholder engagement.
